About the Author

RACHEL KLEINFELD is a senior fellow at the Carnegie Endowment for International Peace and was the founding CEO of the Truman National Security Project. From 2011 to 2014 she served on the U.S. State Department’s Foreign Affairs Policy Board and regularly advises officials in the United States, the United Kingdom, and other allied governments. Kleinfeld is the author of two previous books and has been featured in The New York Times, The Wall Street Journal, Fox News, and other national television, radio, and print media. She lives in Santa Fe, New Mexico.

A Savage Order by Rachel Kleinfeld addresses the question of how a failed state, one that has become decivilized, can change course and come to serve its citizens with order, justice and equity. She has done an extraordinarily thorough job of research and synthesis. Her case histories range from the complex history of racial injustice here in the United States including slavery, reconstruction, the rise of Jim Crow, lynching and progress toward racial equality; to Colombia, decivilized through drug corruption and a civil war, with particular emphasis on three cities - Bogota, Medellin, and Cali; to the Republic of Georgia, struggling after the fall of the Soviet Union; to Italy and the Mafia in Sicily and Naples; to comparing the histories of neighboring Bithar and Jharkha and in India; to Mexico's drug related corruption and violence; and to comparing the situations in the neighboring African states of Ghana and Nigeria. In each case, Dr. Kleinfeld has gone to the countries, interviewed many of the principal politicians, researchers, activists, and journalists, as well as exhaustively analyzing the relevant research .The poor, in particular, are powerless against extortion, intimidation and murder by gangs and their cronies in government. Her examples detail the messy and complex realities and point to the difficulty of finding a quick fix to intractable and deeply seated inequities that have resulted in cultures with years of endemic violence perpetrated by the privileged few upon the many.One key to forging a path to security is development and empowerment of a middle class. Another is the creation of a government powerful enough to curb extra-governmental violence be free from corruption. She makes it clear that the path to such a balance often requires compromise, even dirty deals between a nascent responsible government and the criminal and paramilitary groups who are often in corrupt league with the prior government.There is a detailed discussion of the RICO laws and how similar reasoning might be used to develop other tools such as financial regulations that address money laundering which is exemplified by cash real estate transactions in major centers such as London and Miami. She even suggests the possible efficacy of denying admission to top universities for the children of the worst offenders.The amount and scope of the research is astounding, much of it done on location. This is evidence based analysis of a very high order. The notes and bibliography are extensive and provide ample evidence for her conclusions and direct the reader to a trove of material for further exploration of this vital topic. If you have any interest in the rule of law, do yourself a favor and please read this important and excellent book.

I teach on governance and violence issues at Georgetown University's Security Studies Program and received an advanced copy of this incredible book. Klenfield basically argues that predatory elites allow violence to start, continue, and escalate because they profit from the bloodshed. To enable the carnage to continue, politicians deliberately politicize and weaken their security services so that they are beholden to leaders, not laws. Once violence has become a governing strategy, societies begin to “decivilize.” Crime syndicates gain traction in a society by offering jobs, bribing officials, and terrorizing those who might dare take a stand. Sound depressing? It is, but there is hope. Klenfield, using gifted storytelling drawing upon dangerous field research, shows how when a society's middle class rises up, the party is over for those oppressors. This book should be mandatory reading for policymakers, students, NGO workers, and more who are concerned with the issue of state violence.

Brilliant and is jaw dropping-ly good, on!y bought this by chance after listening to a Michael Shermer (skeptic) podcast. My understanding of violence and politics increased exponentially, Rachel Kleinfeld is thorough and clear with her propositions and declarations.
